By 1925, The Uplands Ltd. that developed the plan and the lots of the Uplands area owed the Municipality of Oak Bay $27,431 in tax arrears. After several years of being unable to pay, they offered some of the Uplands land to Oak Bay Municipality to help resolve the debt.

Reeve (Mayor) Walter Mitchell Walker proposed the creation of a natural area park. Oak Bay residents voted and Uplands Park was created in March 1946.

In May 2016, Friends of Uplands Park celebrated the park’s 70th anniversary. Shirley Tucker, daughter of Mayor Walter, spoke at this celebration about her dad.

She passed away on July 3rd, 2024 at the age of 107. She had a long life in Oak Bay with the love of family and will be missed.
